Penthrox is an inhaler containing the drug methoxyflurane, which is poured into the device. A piece of gauze inside soaks up the liquid, and the user inhales the vapours. These vapours are what provide the pain relief.

The Penthrox inhaler contains Methoxyflurane gas, a general inhalation anaesthetic, which provides analgesia.
